I have a 1997 bmw 318i and the radiator fan will not turn on even though the car is reading a temp above the middle. What could be the problem? Thanks

Are you referring to the fan in front of or behind the radiator?
If it's the fan in front of the radiator, it is indeed electric. It has a dual speed switch one setting for water temp and the other for Air Conditioning. This fan shroud turn on whenever the A/C is on and only when the car gets really hot. By really hot I mean well above middle.
The fan between the radiator and engine, stock, on an E36 is a liquid clutch fan and is engine driven.
This clutch system can go bad over time and the fan can either seize up and explode or spin freely or not at all.
If the front fan is not working then first check the fuses for the AC and Aux fan. If the fuses are still good then you likely need a new fan. Take it to a shop and have them test the wiring and relays prior to purchasing a new one.
The only option for the clutch fan is to replace the clutch disk and usually the blades as well.
Also as a general rule with our cars...the water temp gauge in the cluster is all or nothing, it's either cold, just right or WAY to hot. It's not actually a good representation of temperature. A little over middle is still middle as far as the gauge is concerned it's when you hit that 3/4 line you need to worry.
