My brother gave a '79 gold BMW to the neighbor because he couldn't get it to run and they were moving. Turns out it was one tiny thing, now the car runs great. Should the neighbor give it back or offer to buy it?

i agree-your brother gave the car away, the neighbor doesn't owe him anything. if it's really bothering him, have him write it off on taxes.

well... sounds like your brother was not too concerned with the car or he would not have given it away. he would have gotten it fixed. now the neighbor has a car that works... your brother will be repaid with blessings ... but no he should not receive the car or money from the neighbor... a gift is a gift is a gift

Neither. The neighbor got it to run so, if anything, if you want it back you need to pay the neighbor IF he wants to give it back, not the other way around.
It would be nice if the neighbor offered to compensate your brother. But there is no obligation.
