I have a 04 318iSE and I'm thinking of putting a new, non BMW, stereo in. As I don't really want to lose half the functions on my multi function steering wheel I want to know if there is any way of at least keeping the volume controls on the steering wheel.

As long as you hook the wires coming from the steering wheel in to the headunit, it should work. I'd get a professional do instal it.

Nope. The radio has to be BMW specific to receive and interpret those signals.
You should be able to at least keep the audio control on the steering wheel, if not more. Generally, they sell wiring harnesses that allow you to do this. It's a little more money, but worth it. If you don't have experience installing headunits though I would just take it down to a local audio place and have them do it. But, yes you should be able to keep your volume control on your steering wheel.
